A

A build over agreement or self certification scheme must be agreed and completed with the local sewerage undertaker.

Severn Trent request an existing and proposed layout of the drainage to their drains.

Once agreed, a CCTV survey is carried out before and after the construction. Alternatively, the sewer drains can be upgraded to plastic and a CCTV survey is carried out afterwards.

They also have guidance of drains nearby foundations.

A

Section 77 - Dangerous Buildings -
The LA provide a notice to the client stating the required measures for public safety within a time limit.

If the correct measures are not taken out, the LA can carry out the measures and send the expenses to the client.

Section 78 - Dangerous Buildings - Emergency Measures

It’s the same as Section 77 but for immediate measures. The LA do not need to provide a notice to the client.

Tell us about Law

A

The entire function of Building Control is related around Law. We carry out our function in accordance to the primary legislation (Building Act and Building Safety Act) and secondary legislation such as the Building Regulations, AI Regulations and Restricted functions and activities act).

Regulation 8 of the AI Regs gives Approved Inspectors to control building work subject to the initial notice being in form.

There are always amendments to legislation such as Building Regulation, Reg 16 which requires the commencement date to be included within the initial notice.

The Law impacts our role as we are required to issue initial notices, consult with the local sewerage undertaker, carry out fire consultations if necessary, carry out plan checks and issue final certificates or cancel initial notices.

The only enforcement power of approved inspectors is cancelling the initial notice which reverts the project back to the local authority.

Tell us about Inspections and enforcement

A

Site visits should be carried out at relevant stages of the project. The inspections should be recorded with general observations, non-compliances and contraventions.

Photographic evidence should be included in the site visits.

Site visits should be carried out by a competent person or peer reviewed at a minimum. Class 1’s are not allowed to be peer reviewed.

Tell us about management and core skills

A

As a team, the live projects are fairly distributed around the team. Each individual has KPI’s on a monthly basis indicating areas where we could improve on such as reducing our plan check list.

Our online portal allows us to find out how many live projects we have, how many jobs that haven’t been visited within 2 months.

We use Outlook as a diary to book our site visits. The inspections are allocated via the location of the visit.

We communicate through weekly and monthly team meetings and a Whatsapp group for anything urgent.
