As per LTA 1954 section 34
May be determined by the court having regard to the terms of the tenancy and rent to be what is resonably expected to be let un open market
Disregards to:
Affect on rent of T occupation
Goodwill in T business attached to premises
Effect on rent of T improvements
Licence - any effect on rent
