Q

What is RIDDOR

A

Reporting of Injuries, diseases and dangerous occurrences regulations. RIDDOR is the law that requires employers, and other people in charge of work premises to report and keep records of all:
work-related fatalities
work-related injuries
diagnosed cases of reportable occupational diseases
certain dangerous occurrences (incidents with the potential to cause harm)
This is so either HSE or the local authority can respond to ensure compliance with health and safety law.

A

CDM - Construction (Design & Management) Regulations 2015 are the main set of regulations for managing health and safety and welfare of construction projects.

CDM applies to all building and construction work and includes new build, demolition, refurbishment, extensions, conversions, repair and maintenance.

Define responsibilities according to specific roles, Principal designers, Client and principal contractor.

PD H&S during planning phase minimise, identify risks.

Under new regs construction phase plans before start work include, size and nature of risk. All contractors must have the
skills
knowledge
training
experience
provide instruction, supervision.

Provide site induction, welfare facilities and secure the site from the start of the job.

Q

What is asbestos?

A

Asbestos is a mineral that was widely used in many industries before research confirmed that it causes mesothelioma (meso-the-li-oma) and other types of cancer. It occurs in rock and soil and is made up of long, thin and fibrous crystals. Inhaling or ingesting asbestos causes fibers to become trapped in the body.

A

Take reasonable steps to find asbestos containing materials.
Presume materials contain asbestos unless strong evidence they do not.
Assess risk exposure.
Record location and condition of the ACM and keep it up to date (management survey)
Repair/remove any asbestos containing material
Implement an asbestos management plan to manage exposure to risk including:
Location
Condition of the ACM is given to people who may disturb them
Good state of repair - material known to have asbestos.
Review and monitor

Q

What did you learn from your working at height course? What legislation is there?

A

There is a hierarchy:
Avoid work at height – drone.
Use an existing safe place – existing flat roof
Prevent falls by using equipment such as scaffolds or cherry pickers
Minimise the chances of being hurt of you fall by using equipment such as soft landings systems or harness / lanyard

Use of harnesses when working from height such as a roof.
Cherry picker
Toe boards and gates closing off each lift to scaffolding.
Daily inspection checks
Securing the bottom of the scaffold by putting a lock on the ladder to stop third parties using the ladder or removing it.

Health and Safety at work act 1974.
Work at height regulations 2005 - note that height is properly planned, organised and right equipment is used.

Q

What is the difference between an asbestos R&D survey and a management survey ?

A

R&D surveys were previously known as Type 3 asbestos surveys and are often referred to as asbestos refurbishment and demolition surveys. They need to be carried out by a suitably qualified asbestos professional, but you don’t necessarily need to have a previous record of the condition of any asbestos-containing materials (ACMs) at the premises.

These asbestos surveys find and identify, as far as is reasonably practical, all ACMs before any structural work starts at a site or before all or part of a building is demolished. And because refurbishment and demolition surveys represent a destructive form of asbestos testing, the site has to be vacated first, to allow for extensive asbestos testing and sampling – and then certified as fit for reoccupation.

An R&D survey is a more detailed form of survey than a management asbestos survey, although you don’t need to survey the whole premises if work is confined to a single room.

18
Q

What are the procedures if you have a release of uncontrolled asbestos on site?

A

Stop work
Warn others
Notify employer and client
Accident should be reported to HSE under the RIDDOR

19
Q

What legislation is there for asbestos?

A

Control of asbestos regulations 2012.
