Purpose of Subject and Topic Markers in 누구?
Subject markers emphasizes the subject and show ‘who’ did something, or ‘what’ is being described, and the topic markers emphasize the topic of your sentence and show ‘what’ or ‘whom’ you are talking about
누구 + 가 = ?
누구가 -> 누가
Only when emphasizing ‘who’ as the subject of an action or state

Who - is
Who is it?

(Among these people, none other than) WHO is Jane?
Who + subject + Jane + is?
