Implemented in 1978
Why was PD 1586 created?
⚬ maintain balance between environment and socioeconomic development
⚬ protect the environment despite increasing demand on natural resources
⚬ justify why a project should be implemented;
⚬ predict impacts that are likely to occur and their effect on the surrounding communities
* Covers the monitoring program for different environmental media such as air, water, soil and development program for the existing community
Main Documents Issued by PD 1586
⚬ Environmental Compliance Certificate
⚬ Certificate of Non-Coverage
Lead Agencies of PD 1586

- Proof of ownership or authority over the project site
- Accountability Statements of the proponent and the EIS preparers
- Photographs or plates of the project site, impact areas an affected areas and communities
- Duly Accomplished Project Environmental Monitoring and Audit Prioritization Scheme (PEMAPS)Questionnaire (see attached)
