Elements Exposed to Hazards
- Human beings
- Habitats and communities
- Buildings and structures
- Public facilities and infrastructure assets ( including roads, power lines, waterworks, and energy sources)
- Transportation and communication systems, including the Internet
- Agricultural commodities
- Economic activities (trade, marketing, distribution of commodities
- Environmental or natural resources
- Means “the characteristics and circumstances of a community, system, or asset that make it susceptible to the damaging effects of a hazard.” (UNISDR)
- The degree of loss resulting from a potentially damaging phenomenon or hazard.

- Environmental Vulnerability
Determined by factors such as population density levels, the strength, and durability of structures located in an area, and accessibility to roads and transport networks.
Physical Vulnerability
Refers to the level of awareness and preparedness of individuals, families, and communities to respond to the adverse effect of hazards
Social Vulnerability
Determined by economic status of people and the degree of progress and security enjoyed by a community prior to the exposure to hazards like floods and fires
Economic Vulnerability
Happens when the natural resources of an area is exhausted and can no longer sustain the needs of a community
Environmental Vulnerability
Three Demographic Factors
- Population Density
- Population Age
- Population Distribution
For a densely populated area like highly urbanized cities, a very efficient disaster response and risk management system should be in place
Population Density
A locale that has very young or very old population is more difficult to move and is less likely to respond to hazards well than the rest of the populace
Population Age
Sound urban or area planning can evenly distribute the growing population of a locale.
