Why did the constitutional convention meet?
TO GIVE CONGRESS MORE POWER.
Who were the Delegates to the constitutional convention
WHITE, MALE LAND OWNERS.
What were the two types of governments considered?
A REPUBLIC or A FEDERAL SYSTEM.
What is a federal system?
When the states share power with a central government.
What is a Republic?
A government when the citizens elect leaders to represent them.
What was the agreed upon structure of the new government?
THREE BRANCHES OF GOVERNMENT
o ONE TO MAKE LAWS
o ONE TO CARRY OUT THE LAWS (MAKE SURE THEY ARE FOLLOWED)
o ONE TO SETTLE LEGAL ARGUMENTS

Why didn’t the smaller states want the number of Delegates to Congress to be based upon population?
BECAUSE THAT WOULD MAKE THE LARGER STATES MORE POWERFUL.
What was the compromise to solve this problem?
IT WAS DECIDED TO DIVIDE CONGRESS INTO TWO PARTS.
How is Congress Divided
o The SENATE would have the same number of delegates from each state.
o The HOUSE OF REPRESENTATIVES would allow each state a number of delegates based upon population.
Who wanted slaves to be counted as part of the population?
SOUTHERN STATES
Who didn’t? NORTHERN STATES
Were slaves decided to be counted as part of the population?
YES, BUT ONLY AFTER A COMPROMISE. EVERY 5 SLAVES WERE COUNTED AS 3 FREE PEOPLE.
Did states agree to end the slave trade?
YES. THEY AGREED TO END IT BY 1808
What did Anti-federalists want added to the constitution?
A BILL OF RIGHTS
Why? TO PROTECT PEOPLE’S LIBERTIES.
Did the Federalists agree to add a bill of rights?
YES
