It appears they are at rest because they will be in the presence of God, even though their bodies are still in the grave waiting for the Resurrection. This is an intermediate state because they haven’t been reconnected with their bodies.

They will be in the fullness of joy in the presence of the Lord. This is different to Heaven where they will be in the complete presence of the Lord united with their transformed bodies.
