The system that organizes and
regulates the various categories of roads to contribute to the
efficient management and development of the national road
network.
Road Classification
Roads designated with distinct
route numbers, specifically allocated for “main” routes or
corridors that establish connections among three or more
cities.
National Primary roads
Roads that link two cities and
complement the national arterial roads by facilitating access
to additional major population and production centers.
National Secondary Roads
A distinct classification of roads
serving as local roads within the national road network,
primarily managed by local government units (LGUs), with no
route numbers assigned.
National Tertiary roads
A system introduced to
simplify and rationalize navigation along national roads
classified as Primary or Secondary, ensuring roads of a
certain classification and numbering scheme meet similar
performance standards.
Route Numbering System (RNS)
Relates to funding or ownership of the
road, determining which organization is responsible for
managing and maintaining an individual road
Road Conversion
An index displaying road
condition values along with corresponding condition ratings
and recommended treatment measures.
Visual Condition Index (VCI)
A standardized
measure used to quantify the roughness or irregularities in
the pavement surface that adversely affect the riding quality
of a vehicle.
International Roughness Index (IRI)
A measure that quantifies the road network’s
extent within a given area, usually per unit of land area,
providing valuable information about accessibility and
connectivity crucial for economic development,
transportation planning, and infrastructure management.
Road Density
The first
comprehensive reference to a Road Classification System in
the Philippines.
Executive Order (E.O.) No. 483, s. 1951
The Philippine Highway Act of
1953, which revised the road classification system to include
military highway needs.

The order that
provides the current classification system and criteria for
each road classification.

provide inter-barangay connections.

Highways with limited access and may include
toll facilities.
Expressways
A group established to
recommend changes to the road classification system.
Technical Working Group (TWG)
A system established to
improve planning and management of the national road
network.
Route Numbering System (RNS)
The
government agency responsible for roads and highways.
Department of Public Works and Highways
A tool used
to analyze road conditions and prioritize projects.
Highway Development Management (HDM-4)
Roads managed by the National
Government.
National Roads
Roads managed by local government units
