What are CDM Regulations?
-Introduced in 2015
-Construction Design Management Regulations
-Ensure that health and safety issues are properly considered during a project’s development so that risk of harm to those who build, use and maintain structures is reduced.
-Apply to all building & construction work.
-All projects must have:
- Appropriately skilled workers
- Appropriately skilled supervisors & information
- Written construction phase plan
What is a principal designer?
Responsible for planning and managing the design work phase and ensuring H&S is managed and considered at this phase.
Appointed ASAP to ensure design develops safely
What are the duties of the Principal Designer?
-Plan, manage, monitor & coordinate H&S
- Identify & elimate foreseeable risks
- Ensure client & designers are aware of their duties
- Advise client on bringing together pre-con information
- Provide relevant info to duty holders
- Liase with Principal Contractor in the management and coordination of the construction phase
What are the duties of the client under CDM 2015?
- Appoint competent duty holders
- Allow sufficient time and resources
- Provide relevant info to duty holders
- Ensure PD & PC carry out duties
- Ensure welfare facilities
What is a principal contractor?
Responsible for planning, managing and monitoring the construction phase and coordinate matters relating to health and safety.
What is a QS under CDM?
Is a designer under CDM
What are the key implications of CDM 2015?
- Focus on client to put in place arrangements for H&S
- Clients cannot assign legal responsibilities
- Declaration of how long contractors will be given to plan and prepare
- Clients are deemed the principal contractor for any period where no other appointments have been made
What is pre-construction information?
- Requirements under CDM for the principle designer to provide pre-con information to the designers as soon as they are appointed, regarding:
- The project description
- Planning and management - hoarding, welfare, traffic restrictions
- Health and safety hazards
- Info in any existing H&S files / H&S file requirements

What would you expect to find in the construction phase H&S plan?
- Project description
- Process for managing the works - welfare, inductions, emergency procedures
- Arrangements for controlling significant site risks - deliveries, asbestos removal, preventing falls etc.

What would you find in the Health & Safety File?
Information useful for the planning of future works or maintenance:
- Description of the work carried out
- Residual hazards
- Key structural principals
- Hazardous materials used e.g., lead paint
- Nature & location of significant services

What is the Health and Safety at Work Act 1974?
- Primary piece of legislation in the UK
- Statutory duty on all employers to provide and maintain equipment and systems of work that are safe and without risk to the health and safety of employees
Aims to: - Secure H&S and welfare for people at work
- Control dangerous substances
- Control emissions
- Employers with 5 or more employees must have a written H&S doc
What does the RICS Surveying Safely contain?
- sets out basic, good practice principles for the management of health and safety for RICS-regulated firms and RICS members.
- This note is for RICS members and other
professionals who are involved with the property industry.
What is a ‘safe person’?
- Each individual assumes responsibility for their own, their colleagues and others health and safety whilst at work.
What is an F10?
Form used to notify the HSE of a project.
Should contain:
- Address of site
- Name of Local Authority
- Description of the works
- Contact details - client and PC
- Indication of time allowed by Client for the PC to plan & prepare works
- Planned start date, duration, number of people at work on site at any one time
What is RIDDOR?
Reporting of Injuries, Diseases and Dangerous Occurrences Regs 2013
- Death & major injury, work related disease, dangerous occurrences (gas incident)
