What are the three institutions of parliament
Legislature- make the law
Executive- enforce the law
Judiciary- apply and interpret the law
What are the three types of bill
Public bill
Private bill
Private members bill
What is the public bill
A bill that affects the general public
What is a private members bill
Bills that only affect a select few MPs
What is a private bill
Bill that affect private individuals or organisations
What is the pre legislative process
First reading
Second reading
Committee stage
Report stage
Third reading
What is the first reading
The name and aims of the bill are read out. NO VOTE OR DISSCUSION
What is the second reading
MPs vote on wether the bill should proceed
What is the Committee stage
Group of 16-50 MPs examine the bill in detail
What is the report stage
The committee report back to the whole of the commons
What is the third reading
Debate a final draft of the bill no further amendments can be made
What Happens After the third reading
The bill goes through the same process in the House of Lords. The lords alter anything it has to be considered by the commons
DUE TO PARLIAMENT ACT OF 1911 AND 1949 LORDS CAN ONLY AMENT LEGISLATION THTEY CAN NOT BLOCK IT
What is royal assent
After the bill is passed through the two houses it goes to the monarch to be approved
