- if bill is routine and not controversial, dealt with by a Second Reading Committee

A
- examined clause by clause
- standing committee (16-50 MPs)
- chosen specifically (have knowledge)
- amendments proposed by committee
- bill concerns finance , whole house will sit in committee

A
- any amendments reported back to house
- house debates them, accept or reject them, or add further amendments
- may be overlooked where no amendments are made in CS

A
- formal stage allows final vote
- unlikely to fail
- further debate take place if at least 16 MPs request
- no changes made except grammar, spelling etc

house of lords - basis
A
- if bill commences in HOC, have to go through same procedure in HOL
- amendments = returned to commons

house of lords - parliament acts 1911 and 1949

- if Lords reject a bill that passed through the Commons, they can leave it until the end of the session when it can be reintroduced
- PA allows this
- if it passes through Commons again, it can go straight to Royal Assent and be law
