what is the pre-legislative stage?
parliament publishes proposals for new law or change to an old one
what is the legislative stage?
the proposed bill passes through parliament and becomes a law
what is green paper?
government consults different groups before introducing ideas to parliament
what is white paper?
sets out firm proposals for new law
what is the first legislative stage?
first reading - bill announced to parliament, no debate or vote takes place
What is the second legislative stage?
second reading - debate and vote takes place
what is the third legislative stage?
committee stage - 16-50MPs read the bill carefully and make amendmants
what is the fourth legislative stage? (actually three)
third reading - another debate and possibly vote
what happens to the bill after the third reading?
the bill goes to the other house and the process is repeated
what is the final legislative stage?
royal assent - more of a formality
