- member of the House or Senate proposes a bill (only the House can propose taxes)
- both houses agree
3a. the president can sign it to pass the bill into a law
3b. the president vetoes it - Congress can vote ⅔ majority to override the veto and pass the bill into a law.
elastic clause
gives Congress the power to create laws that are “necessary and proper”
this means that Congress could create laws that weren’t listed in their powers in the Constitution as long as it is necessary
fillibuster
if no other senator is speaking, a senator can speak for as long as they wish to about a certain topic
this is often used to delay or stop laws or decisions from being passed/made
