they make laws, represent constituents, live in the state they represent, and they have the same benefits such as: allowances for running offices, salaries, travelling, and postal services.

it’s the elastic clause and it allows congress to make laws that are necessary and proper to carry out listed powers . can also be called enumerated powers, expressed powers, or delegated powers.
