What is an entitlement?
A government program, good, service or benefit that provides individuals with personal financial benefits.
Who did AFDC provide benefits for and how much?
Families - eligibility and benefit levels modified by state.

How did TANF affect child benefits? (2)

How did TANF affect eligibility for other benefits?

What is General Assistance?
A residual program with limited availability for groups who do not fit into either TANF or SSI.
Who is General Assistance for? (2)
- Poor, non-aged childless adults. 2. The “non-deserving poor.”

Meager benefits with scarce availability.
