The “Scarecrow” cut-out, Constable Scarecrow, did not work effectively on residential streets due to habituation. Motorists using residential streets frequently encounter the cut-out multiple times per day or week as they travel to and from their homes. This repeated exposure allows drivers to quickly recognize that the cut-out is inanimate, leading to faster habituation and diminished deterrent effects.
