John Ikenberry on China
- China is less threatening than many have suggested.
1. Even if China is not liberal, it has not sought an alternative order, but rather looks for a voice within the existing order
2. China has become economically successful only by rising with the order instead of contesting it
3. The rise of China is possible because of an open and loosely rule based system
Evolving Policy on China
1999- respect China
2006- reform China
2010- inviting China to work with the US and international community
2015- welcomes a peaceful China
2017- opposing China and the way they rose to power
US Foreign Policy in the Future
- intense security competition between US and China
- more focus on Asia
- NATO members may not contribute to strategy against China because they aren’t threatened by them
- Chinese/Euro economic relations have expanded
- shifting power from North and West to South and East.
Anatol Lieven on military power in the US
US will continue to lead in this realm, ensured by the influence of the military industrial complex as well as public’s high regard of the military. Trade and climate change are the only two exceptions.
Ideological roots of the US
Remain strong today, not as an empire but as a country with a ‘mission’ to democratize.
Andrew Bacevich on American fp
So deep seated that its terms are basically self evident. The US wants to play a hegemonic role on the world stage, but Americans don’t want to pay for it. This creates a mismatch between American power and American ambitions
Creation of the Liberal Order
- post WWII, Bretton Woods established IBRD and IMF in 1944
- 1949, 12 countries signed the North Atlantic treaty. Marshall Plan helped solidify this order in Europe
- US brought two enemies, Japan and Germany, into the liberal order.
- US became more powerful than the USSR, Reagan ended arms race by beating USSR in 80s
- post Cold War, US focused on expansion of the liberal order.
- 9/11, War on Terror, unilateralism and preventative warfare threatened the liberal order from within. Liberal elites were out of touch, issues with immigration
