3. the public is allowed to comment on the draft
4. after public comments were made, changes to the draft are affected
5. a minister presents the bill in parliament
6. the bill is given a number
7. parliament studies the bill
8. a special committee debates the bill and may ask for public comment again
9. the committee affects changes to the bill and send it back to parliament
10. parliament voted on the bill
11. if the bill is approved, the NCOP considers the bill
12. if approved by the NCOP it send it back
