What are the first two stages of the pre-legislative process?
1- Green paper: This is the first paper that the government will produce and it is a consultative document.
2- White paper: This is a firm proposal for law based on feedback from the green paper stage and will usually include a draft version of the bill.
What types of Bills are there?
- Public Bills
- Private members Bill
- Private Bill
What is a Public Bill?
Public Bills are introduced by the government and affect the public as a whole. This is the most common type of Bill. - Equality Act 2010.
What is a Private Members Bill?
Private Members Bill is introduced by individual MP’s and introduces ideas for changes in the Law. This Bill also affects the whole public. They are difficult to introduce so it is rare that they are successful. Private members bills can be introduced via, ballot or ten minute rule.
What is a Private Bill?
Private Bills will only affect a small number of individuals or a corporation (not the public as a whole). They are usually introduced by the government after a petition to parliament from those affected.

Parliamentary Law making process
- Green paper + White paper is introduced and the bill can start in the House of Commons or the House of Lords.
- 75% of bills start in the house of commons and ALL financial bills must start here.
What is the Law making process?
1- First Reading
2- Second reading
3- Committee stage
4- Report Stage
5- Third Reading
6- Other House
7- Royal Assent
First and Second Reading
1st - The title of the Bill is read out and ordered to be printed.
2nd- First debate done at this stage and a vote is done.
Committee stage + Report stage
Following the 1st and 2nd reading:
CS - Bill is examined line b y line by small groups of Mps in commons.
RS - Changes from committee stage reported back to the house. (only needed if changes were made)
Third reading + Other House
Following CS + RS:
3rd - Final debate and vote done in this stage
OH - Stages 1-5 are repeated and is passed between houses, known as parliamentary ping-pong.
Royal assent
Final stage:
RA - Monarch signs off on the bill and it becomes an Act of parliament.
