Special legislative procedure
A
- Asset/consent :
- Proposal can come from Parliament, Member States or European Council directly to parliament
- EU institutions may have to be consulted to give their proposal first, depends on the legal base in question
- Parliament must consent
- Sometimes the Council or European Council then have to consent - Consultation :
- Commission submits the proposal to the Council
- Council consults the Parliament
- Council adopts the measure, by QMV or unanimity, depending on field in question
