International Ship and Port facility Security
The aim is to reduce the vulnerability of the industry to a security attack. Thus counting the threat and reducing the risk.
Commercial vessels over 500 T must comply
Under the code Security officers must be appointed onboard and ashore -
Port Facility Security Officers (PFSOs), Ship Security Officers (SSOs) and Company Security Officers (CSOs)
A vessel must also have a -
Ship security Plan and a Ship security alert system
The SSO must also implement the security level
Security level 1: normal,
the level at which the ship or port facility normally operates. This is when you:
• Check the identity of all people coming on board
Sign onto vessel
Security level 2: heightened,
the level applying for as long as there is a heightened risk of a security incident.
This is when you should consider:
• Patrolling the decks during ‘silent hours’
- Limit access points
• Escorting visitors to the ship
• Searching all or part of the vessel
Security level 3: exceptional, • Granting access only to security forces • Directing persons on board • Refusing all deliveries • Evacuating the ship • Moving the ship

Port is higher than ship (port is to initiate the DOS)

The purpose of the ISM Code is to provide an international standard for the safe management and operation of ships and for pollution prevention.
A safety culture for personal both ashore and afloat, working within the perimeter of the marine industry, to provide safer ships and cleaner sea
All commercial vessels over 500GT
There are three parties involved:
• The owner or company
To produce a SAFETY MANAGEMENT POLICY . In other words, the owner or management company must show that they are managing the ships in their care safely.
Appoint the Master and DPA
• The Master
Implement the safety and environmental-protection policy of the company
Review the SMS and report its deficiencies to the shore-based management.
Motivate the crew in the observation of that policy
• The flag state.
Issues - ‘DOCUMENT OF COMPLIANCE’ to the owner that shows that the latter
complies with the Code and ‘SAFE MANAGEMENT CERTIFICATE SMC’ to each ship that the company owns
or manages
• Valid for five years and the company and the ships are all subject to inspection in the mean times.
ISM requires that every vessel has a vessel specific SMS including items such as - SAFETY AND ENVIRONMENTAL POLICIES OPERATIONAL PROCEDURES DESIGNATED PERSON SHIPBOARD OPERATIONS EMERGENCY PRODUCES REPORTING NON CONFORMITIES AND ACCIDENTS DOCUMENTATION
