Assembly of delegates from all member state -> annual meeting, plenary organ

Secretariat to provide bureaucratic support to the other two bodies.
ILO Policy
Agreement on labor standards in Conventions or Recommendations with 2/3 majority
- Conventions: legally binding international treaties that may be accepted by member states
- Recommendations: non-binding guidelines.
ILO Compliance (conformé)
Tripartism: dialogue and collaboration between government, employer and worker representatives.
Voluntarism: states decide if they want to commit or not to the convention.
Peer pressure: not signing = reputation problems.
Tripartism explanation
The inclusion of non-governmental delegates should be interpreted as an attempt to ensure that when the ILC passes conventions, they have already been cleared by important domestic constituencies in each state. As a result, they should be less contentious and more likely to be adopted and implemented once they are returned to domestic political institutions for approval.
Complaint system
- Submitted by: member states, workers, employer groups, governing body.
- Case is investigated by the commission of inquiry -> report
- Ultimate action: sanction/expulsion
- State is asked to change its policies if commission of inquiry finds necessary
