- still personal rivalries between Wilson and most of his cabinet colleagues - Wilson believed he faced leadership challenge from Brown, Callaghan or Jenkins
- Brown resentful he lost the leadership
- Suspicious of Jenkins, didn’t fully support his liberal reforms
