An entity capable of:
- Possessing international rights
- and duties
- and having the capacity to maintain its rights by bringing international claims

What is a state?
A
A state consists of a population, a territory and a government. It is characterised by sovereignty.

- Exclusive economic zone (200 miles, includes contiguous)
- High seas (deep seabed on ground, international waters)
