In relation to immediate licence/permit suspension what does Division 1, Division 2 and Division 3 refer to?

Division 1 refers to alcohol/drugs
Division 2 refers to excessive speed
Division 3 refers to crimes act offences such as murder/attempted murder or RCI/ICI whereby a MV was alleged to be used in the commission of the offence and the individual represents an unacceptable risk to to road safety. Div 3 is approved by sgt.
