The Program Management Team

Big picture members needed.
Additional front-end expertise on an as-needed basis.
The role and authority vested in the Program Management Team by the owner should be agreed upon at the onset of work.
Program Management Plan
Owner’s road map to success. Living document.
Defines vision, strategy, schedule and budget criteria, policies, procedures and standards.
Provides a level of continuity and standardization.
Program Management Office
Full time team located in dedicated program office.
Services all program management functions.
Best practice is for PMO to have responsibility for: Conceptual Planning, Strategic Planning, Program Execution, Project Close Out, Institutionalizing Best Practices.
Management Information System (MIS)
Large capital improvement programs are an opportunity to improve the owner’s management information systems.
The MIS should be based on the specific criteria formulated by the PM to control and report on the progress of the program.
Preserve a single data source for all reports.
Electronic document control is a best practice.
Manage the software upgrade risk.
Scope Definition
First Step: Do we have a project? is it fiscally viable?
Need to consider cost and schedule in light of all factors.
Once the program has been quantified and agreed on with the owner, the PM details the program schedule, cost, quality, and scope.
