Many old traditional buildings had heavy tiles in order to withstand typhoons.
However, many of these tiles fell during the earthquake and therefore resulting in more deaths>
How as Japans management critcised?
poorly managing the aftermath of the event as they were slow to react to the scale of the
event, by not encouraging enough community volunteers and by refusing offers of help from foreign governments.
This meant that more people were made vulnerable that needed to be. E.g. homelessness was at record levels as a
result of the Japanese governments decisions.
How did the earthquake create community influence?
The earthquake sparked a great wave of volunteerism in Japan that helped lessen the risk of future earthquakes.
They realise they need to be more prepared for earthquakes, better healthcare and support for the survivors should also be accessed.

The city council encouraged the use of NGO in future disasters as they were very flexible during an event.
How did residents respod to reconstruction?
Some accepted reconstructed homes as they belived there was low risk due to earthquake resistant material.
However, some residents decided to relocate themselves to reduce the risk further.
