Quebec 2: Block Arnold Cir. stopping all south bound traffic while observing traffic circle for vehicles or persons in question. Quebec 3: West Gate: Block Southwest Perimeter Road adjacent to bldg. 2398/Flight Kitchen. East or LVIS: Respond to Southeast Perimeter Road adjacent to bldg. 2251 & utilize vehicle to block the road as it passes through the USAFE Expeditionary Complex wall.

A

§ While holding that position, count out loud in the following manner: one thousand one, one thousand two, one thousand three and so forth until told to stop (Demo)

§ When you turn, keep your front foot on the line and turn by taking a series of small steps with your other foot. (Demo)
§ While you are walking, keep your arms at your sides, watch your feet at all times and count your steps out loud.

Vehicle in Motion: Observation made while driver is operating vehicle.
The visual clues are sorted into four driving behavior categories:
§ Problems Maintaining Proper Lane position:
§ Weaving; Weaving across lane lines; Straddling a lane
line; swerving; Turning with a wide radius; Drifting;
Almost striking object or vehicle.
§ Speeding and Breaking Problems:
Stopping problems (too far, too short, too jerky); Accelerating or Decelerating rapidly; Varying speed; slow speed (10mph+ under limit).

A

Personal Contact: Covers the approach, observation and interview of a driver while they are still in the vehicle to note any face-to-face evidence of impairment.
There are three senses used to gather evidence of alcohol and/or other drug influence:
§ Sight: Bloodshot eyes; Soiled clothing; Fumbling fingers; Alcohol containers; Drugs or drug paraphernalia; Bruises, bumps or scratches; Unusual actions.

Gate Runner Procedures:

A

Entry Controller will:
§ ACTIVATE THE FINAL DENIAL BARRIERS
§ Radio into BDOC: “GATE RUNNER, GATE RUNNER, GATE RUNNER.”
§ Location of Gate Runner. i.e. West Gate/East Gate/LVIS § Direction of travel
§ License Plate Number
§ Vehicle Make/Model/Color
§ Description of Driver
§ Number of occupants
§ Whether the barriers were effective or not § Hostile or non-hostile

Patrol Will :
Immediately upon hearing “GATE RUNNER, GATE RUNNER, GATE RUNNER” over the radio, stop all inbound and outbound traffic.
If barriers are effective, initiate High Risk Traffic Stop.
If barriers are ineffective, once a description of suspect vehicle is known,
initiate stop, check and pass on outbound traffic. Mobile patrols will sweep and proceed to choke points.
Gate runner situation can only be terminated by the Flight Chief or higher authority.

A

§ Category A: is $9999.99 and below and requires 1 owner/user on base and 1 owner/user off base. SF is not required to escort this category.
§ Category B: is $10,000 to $49,999.99 and requires 1 owner/user on base and 2 owner/users off base. SF is not required to escort this category.
§ Category C: is $50,000 to $74,999.99 and requires 2 owner/user on base
and 2 owner/users off base and 1 armed guard off base.
§ Category D: is $75,000 and above and requires 2 owner/users and 1
armed guard on base and 2 owner/users and 2 armed guards off base.
*All funds’ movement, whether escorted by SF or not, will notify BDOC of start and termination.

More Funds Escort Knowledge

A

Radio the escort patrol. i.e. “Police 2, you have a code 12 from point 1 to point 2.”
§ Patrol will notify BDOC of starting/ending milage.
§ A patrol vehicle will never be used to transport funds.
§ At no time will patrols handle funds or funds containers during an escort
§ Patrols will make status checks every 5 minutes with BDOC.
§ No stops are to be made during an escort.
§ If a vehicle places itself between the escort & the transfer vehicle, the
patrol will use Code 3 to overtake and regain its position.
§ Suspicious activity will be reported to BDOC & another patrol will be
dispatched to investigate.

Jurisdiction Of Ramstien

A

The Status of Forces Agreement (SOFA) and the Kaiserslautern Military Community Air Force Integrated Defense Plan (KMC AF IDP) establish the jurisdictional boundaries and limitations on authority.
The 86SFS is responsible for enforcing traffic laws within the confines of Ramstein AB and the road from the West Gate to the Construction Training Squadron (CTS) compound, the road for the East Gate to Mackenbach Rd and Enhanced Large Vehicle Inspection Site (LVIS) Gate to Mackenbach Rd to include adjacent facilities; i.e. Defense Commissary Agency (DeCA) cold storage site. It is applicable to all personnel within the jurisdictional boundaries of the military installation regardless of nationality.

Reports/Statements/Patrolman’s Notes:

A

§ Jencks Act: is a federal law dealing with evidence. It requires all field notes, rough drafts and statements made by SF members and any witnesses, victims or the suspect be saved.
§ Corrections to all paperwork will be completed and returned to the 86 SFS/S5R within 24 hours if possible but not to exceed 72 hours.
§ Paperwork that requires coordination (such as search authorizations) will be completed, have all appropriate signatures and be attached to the report prior to being routed through 86 SFS/S5R.

Strafantrag: / Options:

A

Request for Prosecution is used for offenses punishable under German Law. i.e. Hit & Run; Assault; Property Damage; Trespassing; Larceny; etc.
§ Option 1: Request for Prosecution; This option requests immediate prosecution of the offender for the offense committed. (U.S. Government victims will select this option.)
§ Option 2: Waive Prosecution. Used when the victim is not interested in pursuing the case
§ Option 3: Reservation of Prosecution. Used if the victim is undecided at the time of the incident. Victim will have 3 months from annotation date to file a prosecution request.
*Each punishable offense must have a Strafantrag filled out.

A

§ PL 1: AF power projection assets for which the loss, theft, misuse, compromise, damage or destruction results in unacceptable mission degradation to the strategic capability of the United States or catastrophic consequences for the nation.
§ PL 2: AF assets for which the loss, theft, misuse, compromise, damage or destruction results in significant mission degradation to the war fighting capability of the United States.
§ PL 3: AF assets for which the loss, theft, misuse, compromise, damage or destruction results in mission degradation to the war fighting capability of the United States.
