Non-compulsory, many people didn’t want to spend money to clean up, but lassiez faire wavering.
2nd public health act

Compulsory, first nail on lassiez faire attitudes, gov finally start to pay proper attention!
New liberal Gov

Boer war - 50% of men not fit to fight. Every school child gets meals and school nurse, midwives can now go to homes to help out.
National insurance act
1911
Men payed in, employer payed in, government payed in to a big ‘pot’ to cover their illness.
Problem - excludes unemployed (women, elderly, children) and only for the lowest in working class.
