A

Defusing Session

A

Means an immediate informal meeting attended by an individual or a group of members involved in a traumatic critical incident to assess the need for further assistance prior to the end of shift. The defusing session takes place immediately after the conclusion of the traumatic critical incident in a secure location where disruptions can be eliminated and last for approximately 15-30 minutes. Two peer support volunteers normally lead these meetings with EFAP support if necessary. Attendance is mandatory but active participation in the discussion is voluntary.

Defusing sessions may be conducted by a mental heal professional assisted by members of CIRT and are not operational debriefings.

A

Means an incident that may affect a significant portion of the population, may continue for a long period of time and may require an extensive recovery period. Response to a disaster may require the activation of the Major Incident Command Centre (MICC), the Emergency Operations Centre (EOC), political direction and support, and the official declaration of a disaster in accordance with Municipal Code 59 and the provincial Emergency Management and Civil Protection Act.

A

means the level of search implemented when a person is reported missing and there are no extenuating circumstances. At this level, there are minimal concerns regarding the issue of foul play or the infirmity or limitations of the missing person.

A

Means a Frisk or Pat-Down search of the clothing, including pockets, that does not include the removal of any clothing except outerwear such as jackets, hats and/or gloves/mittens.

A Level 1 Search has commonly been referred to as a “field search”.

Level 2 Search

A

means a more thorough search that may include the removal of clothing which does not expose a persons undergarments or the areas of the body normally covered by undergarments. The removal of clothing such as belts, footwear, socks, shoes, sweaters, extra layers of clothing, or the shirt of a male would all be included in a Level 2 search.

A Level 2 search would normally be conducted in a location that provides some degree of privacy such as a police facility of other safe surrounding.

A Level 2 search has commonly been referred to as a “general search”

Level 3 search

A

means a search that includes the removal of some or all of a persons clothing and a visual inspection of the body. More specifically, a level 3 search involves the removal of clothing that fully exposes the undergarments or an area of the body normally covered by undergarments (genitalia, buttocks, women’s breasts).
Note the mere fact that portions of a persons body normally covered by undergarments are exposed because of the way the person was dressed when taken into custody does not constitute a level 3 search, if the removal of such clothing was not caused by the police. (I.e. the arrest of a naked person does not in itself constitute a level 3 search)
Due to the high degree of intrusiveness of this type of search, it shall only be conducted when it is reasonable and necessary, considering the purpose and the grounds that exist at the time, which justify the search.

A level 3 search is equivalent to the term strip search, used by the courts and other government agencies.

A

means accommodation based on race, ancestry, place of origin, colour, ethnic origin, citizenship, creed, sex, sexual orientation, gender identity, gender expression, age, record of offences, marital status and/or family status.

Notice of Hearing

A

A notice of hearing must be served at least 72 hours before the police officer’s first appearance at a hearing.
A notice of hearing shall include
(a) a statement of the time, place and purpose of the hearing
(b) a reference to the statutory authority under which the hearing will be held

Police Command Centre (PCC)

A

means the facility specifically established to co-ordinate strategic response during an emergency. PCC is located at 703 Don Mills Road, 7th floor. The role of the PCC is to coordinate the strategic police response to the sites while ensuring that essential policing services continue throughout the city.

Police Officer - SIU Investigations

A

in reference to SIU investigations means a police officer engaged in the execution or purported execution of duty. Off-duty events may be subject to an SIU investigation. For example but not limited to the following events:

  • where a police officer verbally identifies themselves as a police officer.
  • where a police officer produces police identification.
  • where a police officer uses police equipment or property.
  • where a police officers operates a police vehicle; or
  • Where a police officer otherwise engages in their oath of office.

The decision to contact the SIU in such circumstances with be at the discretion of the Chiefs SIU on-Call Designate or in their absence, the Duty Senior Officers -TPOC.

Civilian members including court officers, parking enforcement offices and special constables are not included in the definition of a police officer for the purposes of the SIU.

Post Incident Firearm Exposure Session

A

means a session involving firearm exercises undertaken with a qualified firearms instructor. This session does not consist of a qualification standard and is not an operational debriefing. Rather, a post incident firearms exposure session consists of an individual course of fire intended to be educational, to provide reassurance, and to promote officers confidence with their firearm after an officer-involved shooting incident. The post incident firearms exposure session will take place prior to being returned to full duties after a shooting incident.

Post incident firearms exposure sessions are mandatory for officers who discharge their firearms in the line of duty and officers determined by their UC to be directly impacted by the incident. However, any officer involved in a shooting incident may request to participate in a post incident firearms exposure session.

Post incident firearms exposure sessions do not apply to the discharge of a firearm for the purpose of dispatching an animal, unless circumstances suggest otherwise.

A

occurs when a member of a police service inappropriately considers race or ethnicity in deciding how and with whom to intervene in an enforcement capacity. Racial biased policing includes racial profiling.

Regulated Interaction

A

means an attempt by a police officer to collect identifying information by asking an individual, in a face-to-face encounter, to identify himself or herself or to provide information for the purpose of identifying the individual and includes such an attempt whether or not identifying information is collected,
I. only if that attempt is done for the purpose of:
-inquiring into offences that have been or might be committed and/or;
-inquiring into suspicious activities to detect offences; and/or
-gathering information for intelligence purposes;
ii) but does not include an attempted collection made by a police officer for the purpose of investigating an offence the officer reasonably suspects has been or will be committed.
iii) and does not include an attempt by a police officer to collect identifying information from an individual if,
-the individual is legally required to provide the information to a police officer;
-the individual is under arrest or is being detained;
the police officer is engaged in a covert operation;
The police officer is executing a warrant, acting pursuant to a court order or performing related duties; or
-The individual form whom the police officer attempts to collect information is employed in the administration of justice or is carrying out duties or providing services that are otherwise relevant to the carrying out of the police officers duties.

Service Vehicle Collision Reduction Committee (SVCRC)

A

means a panel consisting of, but not limited to, the Unit Commander and/or designate from

-Traffic Services
-Toronto Police College
With the mandate to monitor TPS vehicle collisions for trend analysis, problem identification, quality assurance, and training issues, and report its findings to the Chief of Police.

A

Requires that people enter and remain in a building with the doors and windows closed due to an external environment threat. Fans, including heat and air conditioning units should be turned off to prevent air from outside entering the building. Normal operations may continue within the building.

Special Investigation Unit (SIU) Mandate pursuant to Part VII PSA

A

means that the SIU is legislated to investigate the circumstances of serious injury or death that may have resulted through criminal offences committed by a police officer. The death of serious injury is in relation to a citizen, another police officer or other member of the service. The SIU mandate may be invoked for deaths, serious injuries that occur in circumstances where there has been police engagement. For example, but not limited to injuries or death occurring:

  • in the course of making an arrest
  • in the course of a suspect apprehension pursuit.
  • while in police custody
  • while in hospital following apprehension or police custody;
  • or allegations of sexual assault.

A

In reference to work performance means a 2 part process involving an initial interview with the unit commander about management practices and/or accommodation factors, and a second phase that may include heightened monitoring of performance beyond the annual evaluation to improve an individuals work performance.

means a determined off-site location where responding personnel and appropriate equipment initially report to await details before entering the emergency site itself.

A

means a police officer whose conduct appears, in the opinion of the SIU director, to have caused the death or serious injury under investigation, and has been so designated in writing.

A

I’m reference to complaints means, based on the results of the investigation, there are reasonable grounds to believe the conduct of a police officer or civilian constitutes misconduct.

Sudden Infant Death Syndrome (SIDS)

A

Means the sudden death of an infant under 1 year of age, which remains unexplained after a thorough investigation which must include an complete autopsy, examination of the death scene, a police investigation and a review of the child’s clinical history.

Sudden Unexplained Death (SUD)

A

means the death investigation of a child due to

  • SID
  • Accidental injury
  • Non-accidental injury due to neglect or abuse
  • a previously undiagnosed natural disease process and may include
  • negative autopsy but evidence of an old healed fracture which has not been adequately explained by the investigation.
  • negative autopsy but a previous history of child abuse.
  • negative autopsy but some positive toxicology, which although not considered to be a cause of death cannot be explained (e.g. blood alcohol of 30mg in a 5 month old child)

*WHERE there is significant concern regarding any part of the death investigation, the cause of death should be classified as SUD.

This includes a statement or behaviour that it is reasonable for the worker to interpret as a threat to exercise physical force against the worker.

Young Person (YCJA)

A

Means a person who is or, in the absence of evidence to the contrary , appears to be 12 years old or older but less then 18 years old and, if the context requires, includes any person who is charged under the Youth Criminal Justice Act with having committed an offence while he or she was a young person or who was found guilty of an offence under the YCJA.
