The word bunting here canotes the idea of celebration, As he flies over, he sees these and shows his mindset that at this time in the poem, it is a good thing and he should celebrate it, however as we know he does not complete this mission
Fishing boats strung out like bunting
it suggests that he has somehow changed and has returned as someone else entirely, which is how the dishonour is portrayed here.
This is no longer the father we loved
The idea that he has returned home and he is dead to everyone because of the dishonour he has brought to their family

The figurative image is that he flies directly into the history books and writes his name into an honourable list of people who died for the country. One way emphasises how it was not expected that he would return and he will only be honoured if he’s dead, therefore if he does not do it, he lives with dishonour
