Non Accidental conduct that creates serious physical or emotional injury or constitutes a sexual offense

Anything Blood or Half Blood related, not more distant than a 1’st Cousin

Basically who controls a child by
-Controlling who visits a child
-child’s place of residence, medical care and education
-consent to enlistments, marriages and other constructs otherwise requiring parental consent

Immediately Notify DCF (ORALLY), otherwise 48 hours written
