Jurisdiction of the Courts
Court of First Instance shall have exclusive jurisdiction over:
(a) all application for original registration of title to lands including improvements and interest therein; and
(b) over all petitions filed after original registration of title, with power to hear and determine all questions arising upon such applications or petitions.

RTC as a Land Registration Court, can hear cases otherwise litigable only in ordinary civil cases, since they are at the same time, Courts of general jurisdiction and could entertain and could entertain and dispose of the validity or invalidity of an adverse claim, with a view of determining whether the other party is entitled or not the relief that he seeks.
Exceptions to the Limited Jurisdiction of the Courts prior to the Property Registration Decree?
(a) Parties mutually agreed in submitting the issue to the court;
(b) Parties have been given full opportunity in the presentation of their sides and that the court is convinced that the same is sufficient and adequate to decide the issue.
Delegated Jurisdiction
Inferior courts is delegated with jurisdiction to take cognizance of cadastral and land registration cases over
(a) lots with no controversy/opposition;
(b) whose value is not more than Php 100,000.00;
