It is an major part of chaos theory. Chaos’ main point is that systems are unpredictable and cannot be controlled. The Malcolm effect is the point in chaos theory where the system begins to collapse suddenly.

Foreign countries lacked sophistication of genetic engineering. They welcomed it and saw it as high-tech development

Cut scene, he will switch at the climax of the characters to another character. He doesn’t have enough detail in one part of the story, but he will come back to it later and add in the missing details.
