dawn raids: what? when? why?
what? When police would forcibly enter peoples homes (mostly polynesian) early in the morning demanding for permits and passports. They would also stop people on the streets or enter workplaces searching for overstayers.
why?
The oil crisis 1973 led to increase in unemployment which made New Zealanders feel threatened by migrants who styill had jobs. This resulted in the NZ government to try crack down on overstayers so they started enforcing rules that had previously been ignored but they discriminated against Pasifika communities due to racial bias

polynesian panthers
Founded in 1971 by six young pacific islanders in auckland. They were formed to address the unfair treatment polynesian people where facing and fight for equal rights. They would set up protests, give out free meals, loan money, set homework centres.

push : opium wars, overpopulation, unemployment
obstacle: poll tax, language barrier, shipping restrictions
pull: gold rush, encouraged to come, better living conditions
counterflow: xenophobia, got what they wanted, expired visas
