Rule 18(a) provides that
A party asserting a claim, counterclaim, cross-claim, or third-party claim may join as many claims as it has against an opposing party (but only if the party already has one claim that he has brought against the other party)
Rule 18(a) that says a party asserting a claim, counterclaim, cross-claim, or third-party claim may join as many claims as it has against an opposing party, does not use the same transaction test. This means that
a party may join additional claims regardless of whether the claims have anything to do with each other
Rule 13 allows a defendant to bring any claim he has against plaintiff, regardless of whether:
it is related to any way to plaintiff’s claim
