- There must always be eyes on the street
- Sidewalks must have users on it fairly consistently

A
- Giving people a concrete reason to be on the sidewalks
- Storekeepers and businesses must be strong proponents of peace and order themselves
- Just having people on the sidewalks generates interest and activity

WHat are three modes of living with insecurity in the city
A
- Let danger hold, and let those unfortunate enough to be stuck with the consequences: allowed at the moment with low and middle income housing projects
- Take refuge in vehicles: make the built environment focused on vehicular movement so people do not interact as much. (e.g LA)
- Cultivate the institution of Turf
