He believed it was barely acceptable. He believed it could be sold to extreme INP members as a starting point for future progress.
How did the unionists feel about the third home rule bill?
They believed it was entirely unacceptable for the same reason as Redmond. They also believed that the inclusion of Ulster was a mistake. Edward Carson, Ulster leader, would except home-rule excluding all the Ulster provinces which was nine counties
