They fall under the IANA and manage IP’s for each respective region. ISP’s fall under these guys. There are 5 of them.

AfriNIC - African (Africa)
APNIC - Asia-Pacific (SE Asia, Oceania, South Asia, East Asia)
RIPE NCC - Réseaux IP Européens (Europe, Central Asia, Russia, West Asia)
ARIN - American Registry (Antartica, Canada, Some of Caribbean, US)
LACNIC Latin America and Caribbean (Most of Caribbean and Latin America)
