Consist of general rules in airmen personnel licensing.
Annex 1 – Personnel Licensing
Consist of the general rules for visual flight rules and instrument flight rules and apply without exception over the high seas and over national territories to the extent that they do not conflict with the rules of the State being over flown.
Annex 2 - Rules of the Air
The Standards and Recommended Practices applicable to Aeronautical Charts. Contains general specifications – Aerodrome Obstruction Chart, Terminal Area Chart, Instrument Approach Chart,
Visual Approach and Landing Charts, etc.

Annex 3 - Meteorological services

Attachments to the Annex contain material describing the development of the International System of units (SI) and guidance on the application of the SI, conversion factors, Coordinated
Universal Time (UTC), and presentation of date and time in all- numeric form.

This Annex contains standards adopted by ICAO as the minimum standards for the display of marks to indicate appropriate nationality and registration marks which have been determined to comply with
Article 20 of the Convention. The provisions in the Annex provide definitions, location and measurements of nationality and registration
mark as well as the standard form for the certificate of registration.

This Annex contains Standards for the General Airworthiness procedures, minimum airworthiness characteristics of aeroplanes over 5,700 kg., and aeroplanes over 750 kg but not exceeding 5,700
kg.

Contains Standards and Recommended Practices, and related definitions and appendices concerning the facilitation of international air transport.
