European Convention on Human Rights

Article 14 - The enjoyment of the rights and freedoms of the convention shall be secured without discrimination on any grounds… it goes on to suggest areas that are included but are wide ranging and open.

It makes express provision for Indirect discrimination (however there are doubts as to the efficacy of this)
