How many sections are there in the Executive?
2 broadly distinguishable sections:
The Government & Administration
What is the Government composed of?
Composed of elected politicians
the PM and Cabinet
Cabinet is composed of senior ministers appointed by the PM
What is the Government known as?
‘his/her Majesty’s Government’
What is the Administration composed of?
often salaried & permanent employees of some branch of public service
civil service / Ministerial departments / non-ministerial departments / agencies / other public bodies
- some of these are closer to the Government than others
What does the Government do?
decides the main policy questions and runs the legislative programme in Parliament
Where do the powers of the Administration come from?
can be derived from statute -> e.g. discretionary powers or specific duties
or can be based on prerogative power
Is the Administration political?
No -> non-political
