What is the first step?
A
Consider the context. Context is king. One treatment might work in a given context we talked about in Class but maybe do no work in the context of the exam question.

What types of outcomes can we measure?
A
Some outcomes can be hard to measure, eg. how do we measure “women’s empowerment” or “fairness”?
Then is the behavior you track the same as what you are actually interested in?
