Notes on when
Quand and à quelle heure are not interchangeable. They both mean when, but quand is a day or date (Wednesday, January 10), whereas à quelle heure is a specific time (10:00).
When do you use quoi?
Use quoi after a preposition followed by est-ce que or inversion instead of que/qu’ and qu’est-ce que. que/qu’, qu’est-ce que, and quoi are interchangeable.

quel
Feminine singular what
quelle
Masculine plural what
quels

Notes on quel
Quel is always linked to a noun. It is used either directly before a noun or before the verb être followed by a noun.
Other notes on quoi
Quoi is never followed by est-ce que unless it is after a preposition. You can also use quoi at the end of a sentence.
Other notes on qui
You never have qui before est-ce que.
