- (Nicaragua) Vandenberg Amendment: no jurisdiction over disputes arising under a multilateral treaty unless
a. all parties to the treaty affected by the decision are also parties before the court OR
b. the US specially agrees to jurisdiction - Connally Amendment: no jurisdiction over self-judging domestic disputes
- No jurisdiction over disputes already sent to a different tribunal
