- Must have a qualifying event that caused them to fall behind on bills. Not being able to afford their monthly bills is not a qualifying event

- Assists with deposits for certain populations only (veterans, section 8 recipients, documented disabled, and seniors over 60)
- If not under one of these categories, this program can still assist with the first months’ rent but the caller has to come up with a deposit on their own
- Can assist with utility deposits for Section 8 recipients

- The household must be sustainable moving forward. They need to prove that they can pay their household bills once the assistance is received (must be working, getting income to support home, hired and can produce a new hire letter, etc.)

- Needs to be screened by the team for System Navigation. System navigation is the group of caseworkers who take over families for up to 30 days in order to connect to the services needed.
