LEVELS OF ECONOMIC INTEGRATION
FREE TRADE AREA
- countries that have signed agreement and removed all customs duties and quotas internally
- each state can determine its own level of customs duty on imports coming from states outside FTA

CUSTOMS UNION
- tariffs and quotas on trade are removed between members of the customs Union and common level of Tariff in goods entering from outside the Union

INTERNAL MARKET
- includes free movement of goods within customs Union and de factors of production (labour capital and enterprise) and services
- aim is optimal allocation of resources for the EU
INTERNAL MARKET
- art 26(1) TFEU and art 3(3) TEU regards Union adopting measures with aim of establishing or ensuring the functioning of the internal market
Basically EU creates internal market - art 26(2) regards what internal market is which is an area without internal frontiers in which the free movement of goods services persons and capital is ensured in accordance with provisions of treaty
CUSTOMS UNION
- art 28 TFEU which lists aim of establishing customs Union
- also that it will cover all trade in goods and prohibit between MS of customs duties on imports and exports and all charges having equivalent effect (internal trade) and adoption of common customs tariff in their relations with third countries (external trade)

TREATY SCOPE ON GOODS
- need to establish that you are dealing with goods
- definition is in 7/38 commission v Italy found goods can be valued in money and are capable of forming the subject of commercial transactions
