why has IL emerged?
in an effort to deal with conflict among states, since rules provide order and help to mitigate destructive conflict
is IL law? primary distinction between domestic and international law?
the latter often lacks an enforcement mechanism. There is no government to enforce the law, as there is in domestic situations
why are most forms of international law contested and rarely agreed upon universally?
- not enforceable unless powerful countries see it in their interest to do so
- cross cultural differences make its interpretation and implementation difficult

At base, though, law is only as effective as the means of enforcement and developing countries lack the power to retaliate effectively.
