What is Port State Control
The body which:
Inspects foreign flag vessels coming into their country (MCA target is 25%).
Checks based on IMO conventions.
Exception to IMO convention standards is that local regulations need to be in close compliance.
What is flag state control
For UK is MCA.
UK flagged vessels
Inspection based on the regulations found in MSN, MGN, SIS.
Done once per year. No matter where in the world the vessel is.
The vessel gets to keep the certificate of registry (issued by Registry of Shipping and Seamen but monitored by MCA).
Who issues the certificate if registry?
Registry of shipping and seamen (RSS)
What is a class society?
Private organisations
They monitor build of ships, fabrication of steel, maintenance of vessels
Duplicate what FS does but in a more in depth way
They issue the certificate of class (not mandatory but has become norm to have for business reasons
In SOLAS there is a reference to vsls over 10000 GRT on international voyage should be built to standard of class but that job cam be delegated to FS.
Insurance premium would be higher for non-class vsls

Focuses on one particular regulation for some certification
100% compliance is required
Traditionally done by FS but can be delegated to CS if vessel in ACS

What is PSC
IMO started, PSC is a network of maritime authorities who inspect foreign flag vessels coming into their country.
The world is split into several MOU regions.
What is the purpose of PSC
- Eliminate substandard ships
- Eliminate substandard companies
- Eliminate flags of convenience
- Verify the competency of the master and officers on board
- Verify the conditions of the ship and its equipment comply with the requirements of international conventions
- To ensure the ship is manned and operated in compliance with applicable international law
- Ensure health, safety and welfare of crew
